Cari amici,
come molti di voi sapranno l'IDA sta da anni preparando una Model Light Ordinance da adottare nelle contee americane.
In passato abbiamo (CieloBuio e IDA-Sezione Italiana) mandato le nostre critiche al documento che appare insufficiente a controllare il fenomeno dell'inquinamento luminoso. Il timore di tutti è che una volta che la MLO verrà approvata, sarà praticamente impossibile ottenere ordinanze più efficaci. Inoltre potrebbe avere riflessi negativi anche al di fuori degli USA. L'IDA è infatti considerata come l'autorità in materia di inquinamento luminoso e quindi sarà semplice per i nostri oppositori usare la MLO per criticare ad attaccare i nostri parametri tecnici.

To all IDA European Chapter leaders:
I don't know about you, but I remain extremely worried about the Model Lighting Ordinance that has been prepared by a joint Task Force of the International Dark-Sky Association and the Illuminating Engineering Society. If case you have not seen the current version, it is online at
http://docs.darksky.org/MLO/2010/MLOdraft19July.pdfMLO has been the subject of formal Public Comment Periods early in 2009 and again this summer. Although we have not yet seen responses to the 2010 Comments, the Task Force declined to address many of the fundamental problems that were raised in 2009.
No further opportunity for Public Comment is planned, and the Task Force is expected to submit the final version of MLO to the IDA and IES Boards for approval around the end of this month. While there will undoubtedly be some changes from the version circulated this summer, results of the 2009 Comment Period suggest such changes will not deal with MLO's basic flaws. My great fear is that if this MLO were to be approved by IDA, it would become nearly impossible for any community to enact outdoor lighting legislation that was strict enough to actually reduce skyglow, light trespass, glare, and waste.
Several dark-sky advocates have drawn up an MLO Position Statement that we hope will be supported by similarly concerned individuals and groups. The statement is posted at

Finally, I hope you will consider sharing this message with the members of your IDA Chapter and anyone else you know who hopes "to preserve and protect the nighttime environment and our heritage of dark skies." And please ask them to do the same!
